Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Telecommunications (WTC) Tower -Applicant is Jonathon Yates representing SCI Towers . The <br />property is located at 1201 Odell School Road (PIN# 4681-64-7428). <br />The Chair asked if there were any Board members with any conflict of interest or information <br />that they would like to share with the Board before going forward. There being none, the Chair <br />called on Mr. Phillip Collins to present the staff report . <br />Mr. Phillip Collins, Sr. Planner, addressed the Board presenting the staff report for Petition <br />CUSE2019-00001 , Conditional Use Permit for Wireless Telecommunications Tower. Applicant <br />is Jonathan Yates, representing SCI Towers. <br />Mr. Collins said the purpose of this request is to construct a 171 foot tall Wireless <br />Telecommunications Tower (WTC) on the subject property. The property is currently zoned <br />Low Density Residential (LDR) district. WTC towers are permitted in the LDR district with the <br />issuance of a Conditional Use Permit. <br />The subject property is located on Odell School Road between Untz Road and Harris Road. City <br />of Concord municipal limits bound the property to the south. Currently , two residences and <br />several accessory buildings occupy the front half of the subject property which is in the Present <br />Use Value program. The applicant is proposing a 20-foot wide gravel access drive that extends <br />approximately 879' from Odell School Road to the leased area which is 10,000 square feet in <br />size. The compound area, within the leased area, is 3500 square feet in size. A small portion of <br />the front of the subj ect property is located within the critical area of the Coddle Creek Reservoir. <br />The adjacent land uses consist of residential and agricultural uses and vacant properties. The <br />surrounding zoning consist of AO, LDR and City of Concord Residential Low Density. <br />The applicant provided documentation compliant with Section 8-3 ofthe Cabarrus County <br />Zoning Ordinance, petitioning for a Conditional Use. <br />The applicant submitted a complete application including a project narrative and statement of <br />compliance sheet along with a site plan. <br />The applicant is proposing a connection to Odell School Road and has provided the NCDOT <br />driveway permit as required . <br />The property is located within the Conical Surface of the Airport Overlay for Concord Regional <br />Airport. City of Concord staff did confirm that the height of the tower would not affect the <br />overlay. <br />There is an accessory building located in the area required by Table 1 (tower height plus 50 foot <br />radius). The Applicant stated that this building is used for storage only and is not a habitable <br />structure or residence. Applicant also stated that although property is 80 plus acres, this is the <br />6
