Planning and Zoning Commission <br />Minutes <br />January 8, 2019 <br />38 <br /> <br />Mr. Dagenhart is okay with starting early, but his concern is with putting an ending time. For <br />instance, tonight, where we had three items on the agenda, you are going to keep pushing people <br />back. If we have a case that may take long, you could push people back. He does not know that <br />the Board wants an end time right now and is something the Board should look at. <br />Ms. Morris said that is completely up to the Board. A question was asked, she did the research so <br />the Board would know what their options were. We are good here until about 10:30, but then we <br />need to clear out of here so that the building can be locked and secured. <br />If the Board wants to talk about that this evening or think about it, is up to the Board. If the <br />Board wants to change the starting time, we will need an official motion so that it is on the <br />record and we would start advertising the meetings at 6:30 instead of 7:00. <br />There being no further discussion, Mr. Brent Rockett, MOTIONED, SECONDED by Mr. <br />Stephen Wise, to change the meeting time of the Cabarrus County Planning and Zoning <br />Commission to begin at 6:30 p.m. for the remainder of 2019. The vote was unanimous. <br />Mr. Morris said if the Board wants to think about having an end time, we could put it on the <br />agenda but you do not necessarily do that tonight if you want to think about it. Again, we are <br />limited until 10:30 anyway. <br />Mr. Corley said if we adopt an end time; is that a hard end time? Last meeting, we had to be out <br />by 10:30 p.m. we really kind of pushed it. Do we lose that flexibility by saying we are done at <br />10:00. Are we done at 10:00? <br />Mr. Koch said that is up to the Board to decide on an individual basis. If it turns out you adopt an <br />end time of 10:00, but you were in the middle of something at a meeting and you want to stay <br />until 10:30 or until we have to leave the building, he does not think having done that in advance <br />keeps the Board from changing it on the fly if you have too. <br />Mr. Corley thinks it would good to provide a reasonable expectation on when expect to end. As <br />long as that gives us that flexibility to extend as need. <br />There being no further discussion, Mr. Jeff Corley MOTIONED, SECONDED by Mr. Brent <br />Rockett to adopt an end time of 10:00 p.m. The vote was unanimous. <br />Mr. Koch said we are starting at 6:30 p.m. next month (February 2019). <br />Ms. Morris said yes. She said essentially, the reasoning with the School of Government, is that <br />the applicant has the right to be heard, but they do not have the right to be heard tonight. If the <br />Board wants to establish and end time, they can.
