C. To connect low income, socially isolated, non - English <br />speaking and at -risk older adults to programs and services. <br />D. To educate the community concerning senior issues and <br />enhance the image of older residents. <br />Article V. Section 1. The Advisory Council shall consist of eleven (11) members <br />appointed by the Cabarrus County Board of Commissioners plus the <br />following ex- officio members: <br />• the President of the Cabarrus County Council on Aging <br />• the Cabarrus delegate to the North Carolina Senior Tar Heel <br />Legislature <br />• one member of the Cabarrus County delegation to the Area <br />Agency on Aging, Region F Advisory Council, appointed by the <br />chairperson. <br />• one member of the Active Living and Parks Commission. <br />Ex- officio members shall have the rights and privileges of all other <br />members, including the right to vote. <br />The Chairperson, with the approval of the Advisory Council, shall appoint <br />a member of the Advisory Council to serve as the liaison to the governing <br />Councils of both, the Human Services Department and the Active Living <br />and Parks Department. <br />The Cabarrus County Board of Commissioners shall also appoint a County <br />Commissioner to serve as their liaison to the Advisory Council. <br />Membership of the Council shall be representative of the older adult <br />population of the communities served by the Active Living and Parks <br />Department and, to the extent practicable, include persons from all <br />religious, ethnic and racial groups, and all geographic regions of the <br />County. <br />At least half of the total membership shall be composed of members sixty <br />(60) years of age or older. <br />Section 2. The term of membership shall be for three (3) years. <br />Members are eligible for one successive re- appointment. After one (1) <br />year, an ex- member is eligible for another appointment. <br />Section 3. Three (3) consecutive absences of any member from an <br />Advisory Council meeting within a calendar year shall be grounds for <br />removal from the Advisory Council. <br />Pa <br />Attachment number 1 <br />H -3 Page 247 <br />
