processing. The Department considers this the number one priority and continues to <br />work aggressively to address these issues. The backlog developed due to the poor <br />performance of NC Fast seen by the county in the initial rollout. The system does <br />operate better for the county due to the addition of Google Chrome and some intense <br />work by our IT department. The department has set a goal to try to significantly reduce <br />the backlog by Christmas. Staff and management will be working two Saturday's per <br />month beginning in November to try to address the backlog. <br />• The state has announced it may still consider expansion of Medicaid services, which <br />could have a dramatic impact on the workload of the county with increased <br />applications. <br />• The Low Income Energy Assistance Program is set to begin December 1, serving elderly <br />and disabled populations as a first priority. <br />• The Department is seeking to aggressively expand the child day care program due to a <br />lower than expected spending coefficient. The department did not receive its funding <br />authorization until late August and was anticipating cuts to the program. However, <br />funding levels were higher than anticipated; therefore, the department is working the <br />waiting list to expand services to meet the funding provided. <br />II. Child Support <br />Key Statistics: <br />• There are 5,203 cases of Child Support in Cabarrus County <br />• As of September, 2013, $2,582,112 has been collected in child support for the fiscal year <br />• 85.26% of all cases are under a child support order <br />• 84.22% of cases eligible for medical support have support established <br />Critical Trends: <br />• Reductions to the Unemployment benefits will have a negative impact on collection for <br />FY14 as collections are down by 0.41% (compared to FY13) <br />• Child Support has approximately 4200 open files to back scan within the Northwood's <br />system, a county electronic storage system, before it is fully functional as the unit's sole <br />filing system. <br />• Cabarrus County Child Support is a Top 10 performing county in regards to incentive <br />goals. <br />• Cabarrus County Child Support has already met two federal incentive goals and is on <br />target to meet the other three for FY14. <br />2 <br />Attachment number 1 <br />1 -5 Page 228 <br />
