Data Collection <br />The Consultant will conduct a fast track data needs inventory to identify the types and <br />formats of data required for the project, including geographic, demographic, and <br />economic data. Also included will be a list of local plans, studies, and regulations that <br />must be reviewed. The Consultant will compile and assess GIS data layers available <br />from County departments, and identify additional GIS data layers available from other <br />sources that will augment analyses. A data-needs matrix will be compiled that <br />addresses additional data needed, along with the desired format. The results of the data <br />needs inventory will be provided to the County for discussion on specific data to acquire. <br />The Consultant will rely on the Client to assist in the gathering of data, as needed, using <br />the matrix. <br />D. Review of Data, Regulations, Plans and Studies <br />The Consultant will review relevant regulations, plans and studies (supplied by the <br />Client) to ensure consistency of the Plan with prior planning efforts and policies, if <br />applicable and appropriate. This review will include the Cabarrus County <br />Comprehensive Plan, park, recreation and greenway plans, utility plans, transportation <br />plans, and other relevant adopted plans. The Consultant will also review similar <br />planning efforts and policies for the Town of Harrisburg applying to areas located within <br />the Harrisburg Planning Area. <br />The Consultant will also review information supplied by the Client (or identified by the <br />Client) related to local services, programs, initiatives and private investments that will <br />have a bearing on future growth and development in the eastern area of Cabarrus <br />County and its immediate surroundings. Included in the information provided by the <br />Client should be relevant reports and budget information from County departments, <br />capital improvement program information, reports from various local boards and <br />organizations, private development proposals, State of NC initiatives, agreements with <br />neighboring jurisdictions, and others. This information will be used in combination with <br />information acquired through other sources (i.e., stakeholder interviews, study area visit, <br />etc.) in the assessment of existing conditions and considered in the development of <br />implementation strategies once the plan begins to take shape. <br />E. Inventory and Assessment of Existing Conditions <br />The Consultant will inventory study area existing conditions to provide a "snapshot" of <br />the Harrisburg area of Cabarrus County in 2008. These conditions will be assessed to <br />determine the issues and opportunities to be considered as the Plan is developed. This <br />information will pertain to the plan elements that will comprise the Plan.
