Meeting with School Board <br />The Consultant will conduct a meeting with the School Board (up to'/2 -day session) to <br />discuss best practices in incorporating school sites into urbanizing/developing areas. <br />The primary purpose of the meeting is to develop school site criteria for the 3 types of <br />schools (elementary, middle, and high) so that such criteria may be utilized in this and <br />other land use planning efforts in the county. <br />I. Mapping <br />The Consultant will utilize geographic information system (GIS) technology to produce <br />maps to graphically represent the existing conditions of the study area related to the <br />elements listed above. All maps will be produced using only existing, readily available <br />data provided or acquired as shapefiles. All maps will be produced in GIS format only. <br />J. Scenario Planning (CommunityViz) <br />Given the need for a better understanding of trends, a "business as usual" (BAU) <br />scenario will be developed to illustrate the potential development pattern in the study <br />area that is likely to emerge over the next several years if current policies and <br />regulations in place today remain. This scenario provides a baseline against which <br />alternatives generated in later in the process may be measured. This and the <br />alternatives will be evaluated in terms of the goals that are established during the <br />process, which will help all involved understand how shifts in policies, as represented in <br />the alternatives, might be more effective in achieving such goals. <br />Our team proposes the use of GIS-based scenario planning software CommunityViz. <br />First, the team will perform site suitability analysis. This process is used to determine <br />which locations in the study area are best suited for certain uses based on a specified <br />set of factors. The factors will be weighted based on staff and stakeholder input. Then, a <br />build-out analysis will be prepared to estimate the amount and location of development <br />specified for the study area. It is based on anticipated growth, assumptions for density, <br />physical constraints to development and land use regulations that help define the size <br />and placement of structures for the study area. The projections reported in the economic <br />and market analysis will be used in this step. <br />K. Advisory Committee Meeting <br />The Consultant will hold AC Meeting to present the project effort overall and detailed <br />project information assembled to date. Specific information to be discussed will include <br />the initial results (draft) of the CommunityViz results (BAU), and the details of the <br />upcoming community meeting. A set of draft goals will also be discussed and modified. <br />L.
