The Consultant will meet with elected and appointed officials, at the Client's request, to <br />get their input on the goals and objectives. This will be one meeting to be held before <br />the AC meeting (K) or after the Community Open House (L). <br />N. Vision, Goals and Objectives Refinement <br />The Consultant shall refine the initial goals and objectives set. <br />O. Phase (Summary /Advisory Committee Meeting <br />The Consultant will summarize the issues and opportunities related to the plan elements <br />that should be considered in the development of the Plan. In a regularly scheduled <br />meeting with the AC, the Consultant will discuss key issues and opportunities the <br />Consultant gathered through Phase I of the project effort. <br />PHASE II: PLAN DEVELOPMENT <br />A. Draft Framework <br />Based on the results of the previous phase, the Consultant will prepare a framework for <br />future development in the study area that is a reflection of the "givens", or the things that <br />should be true about the future of the Harrisburg Planning Area in any growth scenario <br />and would therefore be reflected as base information in the Plan alternatives ("concept <br />plans") generated in this and the next phase. This would be based on the evaluation <br />and subsequent goals and objectives. <br />B. Precedents <br />To adequately provide a basis for alternatives to be developed with the use of <br />CommunityViz (see below), the team wilt assemble information and imagery from <br />"precedent communities" that have faced like challenges and share similar goals. From <br />the data gathered, the team will present planning concepts that reflect the application of <br />sound planning principles and successful solutions demonstrated in these other <br />communities in achieving common goals. Such information will provide ideas for the <br />community to consider as choices reflected in plan alternatives are evaluated during the <br />charrette process. Lessons learned in those locales can be used for establishing design <br />parameters and implementation strategies for the planning area. <br />C. Scenario Planning (CommunityViz) -Alternatives to the Business-as-Usual Scenario <br />This step involves the use of CommunityViz to test alternatives against the Business As <br />Usual scenario. It also allows for visualization, conceptually illustrating the physical form <br />of the development given the various choices. Indicators developed in conjunction with <br />the Business As Usual Scenario will be reviewed and updated in order to ensure they <br />address how to meet goals set for the study area. Performance of alternative concept <br />plans will be compared to the BAU Scenario based on these indicators. <br />D.
