Policy Recommendations <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Based on this master plan, related policy recommendations will be prepared that will <br />further explain the plan and frame the discussion regarding implementation. <br />B. Implementation Strategy and Priorities Identification !Advisory Committee Meeting <br />The Consultant will also generate a set of implementation strategies that provide <br />methods for following the recommendations. The exact set of implementation strategies <br />or "tools" needed to realize the plan can only be determined after the master plan is <br />completed. <br />An initial set of strategies will be determined with participation from the Client and <br />expanded upon, as appropriate, given the policy recommendations. The implementation <br />strategies will be reviewed with the Client and AC (during an AC Meeting) to determine <br />priorities. The results of this discussion will be incorporated into the Plan. <br />C. OPTIONAL Community Open House -Two Meetings <br />Up to two community open house meetings will be held at the Client's request in <br />locations selected and secured by the Client. This will provide an opportunity for citizens <br />and other stakeholders to review the results of Phase III and provide feedback. <br />PHASE IV: PLAN PREPARATION <br />A. Preparation of Draft Plan (Drafts #1 and #2) /Advisory Committee Meeting <br />A draft of the Plan in report format will be prepared. The organization of information will <br />be determined with input from the Client and will consider the elements that comprise <br />the Plan. An outline will be submitted to the Client for review and approval, and the <br />document will be prepared in accordance with the approved outline. The draft will be <br />presented and discussed at an AC Meeting. With one set of input from staff and the AC <br />(delivered by a Client representative in a single document), the Consultant will prepare <br />the second draft document for delivery to the Client. This second draft will be suitable <br />for public review and comment. <br />B. Third Community Meeting -Two Meetings <br />The Consultant will hold up to two community meetings in a presentation or open house <br />format to present the draft plan and solicit feedback. <br />PHASE V: PLAN ADOPTION <br />A. Joint Meeting of Elected Officials <br />A presentation of the draft plan will be made to appointed and elected officials and staff. <br />Summary meeting notes from the presentation will be prepared and submitted to the <br />Client for review and potential action/update of the draft plan.
