Association of County Commissioners will be held on January 16-
17, 2003 at the Sheraton Imperial Hotel and Convention Center in Research Triangle Park. The purpose of the
conference is to bring together county officials from across the state to vote on propOsed legislative goals for the 2003
and 2004 sessions of the General Assembly.

A package of proposed goals will be mailed out to county officials about four weeks prior to the Conference, along
with a copy of the revised voting procedures. One voting delegate will be selected by each county to vote on the
goals. IMPORTANT: If you are not a voting delegate, you are still urged to attend the conference and participate in
discussion.

DEADLINE FOR NEW GOALS/PRE-VOTING DISCUSSION PERIOD

A one and a half hour non-voting discussion period has been set aside from 11:00 a.m. until noon on January 16. The
intent of this session is to allow county officials, including new commissioners, to ask questions in an open, non:
voting atmosphere. Those with specific questions or concerns should plan to arrive by 11:00 a.m. The actual voting
conference, which begins after lunch, will also have time built in for discussion and questions, but new commissioners
especially have found this non-voting period extremely helpful.

County delegates can submit proposed goals .during this discussion period that are NOT included in the proposed
Legislative Goals package. These new goals must be submitted in writing to the Legislative Goals co-chairs no later
than 1:00 p.m, January 16. The person(s) offering the goals will be asked to attend a late afternoon meeting of the
Goals Screening Committee from 4:45-6:00 p.m. to advocate for their proposed goal to be placed before the voting
delegates. The Screening Committee will be comprised of the Association's President, our six steering committee
chairs and the two Legislative Goals Committee co-chairs. This body will decide whether or not to forward any goals
that have not gone through the extensive legislative goals review process.

-CONTINUED-
