Multi-Jurisdictional Zoning and Subdivision Ordinance 1.4 Adequate Public Facilities The Ordinance will include standards and procedures which tie development approval to level of service (LOS) standards prescribed in the Ordinance (hereinafter the "APF standards"). Tasks 1.4.1 through 1.4.6 describe the procedures for developing the APF standards. 1.4.1 Initial Determination of Public Facilities to be Subjected to the Adequate Public Facilities Ordinance FL&C shall investigate, document and make preliminary recommendations as to the public facilities and services to be subject to the APF Standards. The public facilities and services may include those provided by each Constituent Jurisdiction as well as those provided by independent service providers. Consideration may be given to any or all of the following, and others, as may be deemed appropriate: · central sewer · central water · stormwater/drainage · roads/transportation · solid waste disposal · parks/greenways · fire/EMS · law enforcement · jail and justice center · libraries · schools 1.4.2 Initial Determination of Public Facility System Areas and Subareas FL&C shall assist staffin making an initial detemdnation of areas and/or subareas to which differential APF standards and requirements may apply. In making this determination, FL&C and City staff shall rely upon the Comprehensive Land Use Plan of each Constituent Jurisdiction, z~ng districts, and the boundaries of relevant service - provision areas. ~I 1.4.3 Meetings with Service Providers To the extent necessary, and depending upon the public facilities and services to be included in the APF standards, Consultant shall schedule a Joint Meeting with officials and/or governing bodies of service providers Freilich, Leitner & Carlisle · Jordan Jones & Goulding 9
