Multi-Jurisdictional <br /> <br />Zoning and Subdivision Ordinance <br /> <br />public facilities and services provided by a City, County or Town, FL&C <br />shall consult with appropriate departments of said Constituent Jurisdiction <br />responsible for providing such facilities or services. <br /> <br />1.4.6 <br /> <br />Current and Projected Future Capacities for Public Facilities and <br />Services <br />Based upon the initial determination of applicable level of service (LOS) <br />standards by public facility or service, FL&C shall assist staffin <br />determining current and projected future public facility and service <br />capacities. Current capacities shall be based upon operational facilities and <br />services presently in existence and facilities and services included in a <br />current fiscal year budget and/or capital program, which has an identified <br />funding source and which will add capacity by the end of the current fiscal <br />year. From the total current capacity, FL&C shall assist staffin identifying <br />and deducting capacity presently being utilized by existing development, <br />capacity already committed to vested developments and capacity <br />committed to developments actually coming on-line within the current <br />fiscal year. ARer making these deductions, the remainder will represent the <br />current available capacity. For each public facility or service the capacity <br />shall be stated in a calculable unit of measurement that relates to <br />development, e.g., equivalent residential units (ERU's). Projected future <br />capacities shall be based upon the current capacity (as described above) <br />plus the capacity to be added by virtue of facilities and services projects <br />included in a current (5-6 year) capital improvements program. <br /> <br />1.5 <br /> <br />Needs, Issues and Opportunities Report <br />Consultant will submit a Needs, Issues and Opportunities Report summarizing the <br />findings in Phase 1 Tasks; identifying regulatory needs; and suggesting <br />opportunities for improving substantive and procedural requirements. The <br />objectives of this report are to assemble a shared knowledge base for participants, <br />to begin identifying priorities, and to recommend the most efficient and effective <br />strategy for completion of the process. Consultant will provide one reproducible <br />copy and one-hundred (100) additional copies of this report for distribution to the <br />Steering Committee, City and Town Council members, Board of County <br />Commissioners, Planning Commissioners and selected staff The report will be <br />delivered to the staff for distribution to the Steering Committee, County Board and <br />Planning Commission.
