Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />1.6 <br /> <br />Project Organization/Refine Planning Process and Scope of Work <br />Consultant will meet with representatives of the Constituent J'urisdictions to tailor <br />the scope of services and budget to meet project objectives and to discuss <br />amendments to this scope of services required for the plan to adequately address <br />the key issues identified in the Needs Issues w:d Opportunities Report. This <br />meeting may take at the same'time as Tasks 1.3.5 or 1.3.6, or by telephone <br />conference. Applicable personnel, responsibilities and phone numbers of both <br />Consultant and staffshall be identified. A project work program for use <br />throughout the duration of the contract shall be a product of this Phase. <br /> <br />2. Ordinance Outlines <br /> <br />Objective: <br /> <br />Build consensus for the organization, procedures and substantive <br />requirements of the Ordinance. <br /> <br />2.1 <br /> <br />Annotated Ordinance Outline <br />Based on initial input from Phase I, FL&C will prepare an annotated outline of the <br />Ordinance. The outline will compare and consolidate the processes, procedures, <br />standards, language and definitions among the various ordinance provisions. It <br />also will identify sections which are new or modifications of existing provisions. <br />The outline will address each of the following topics: <br /> <br />Procedures, Administration and Definitions. These sections will include <br />detailed annotated flowcharts to illustrate development application, notice, <br />hearing and review procedures. Document submission requirements will be <br />suggested, with impact review requirements (traffic, market and <br />environmental/water) and approval criteria for decision-makers. FL&C <br />will also suggest ways to streamline the development approval process. <br />For example, this may include consolidation of the approval procedures <br />into a single permit. One approach is a Unified Development Permit <br />(UDP) with a combined subdivision/site plan review, with separate <br />processes for discretionary and ministerial review. FL&C may also <br />develop separate processes for major and minor site plans and subdivisions. <br />While FL&C understands the desire to streamline permit approvals, it is <br />important that the procedure take into account different types of <br />development situations including size, location and phasing. FL&C will <br />highlight recommended changes to existing procedures and administrative <br />provisions.
