Planning and Zoning Commission Minutes
December 18, 1997

Page 16

Roads. It has bccn shown in their detail how they propose to
landscape that buffer where there is no existing vegetation. Mr.
Rankin he would Hke to-note in closing is that having eight
property owners who are willing to work together to offer 500
acres as a unified development rather than as a hodgepodge is a
window of opportunity that is seldom open and will close if this
opportunity is not taken advantage of. This plan and this location
are all things that will allow Mr. Ewing to market to the most
desirable users who can come to our community and contribute to
our tax base and community. This is the type of plan they put
together and that is the rational behind it.

Mr. Starnes asked Mr. Rankin how he proposes to handle the traffic
for a development like this?

Mr. Rankin said there a couple of things regarding the traffic.
International Business Park was first started in 1984, currently
phase I is developed, Sysco has come in and taken a large portion
that was phase II. There are about 250 acres left, that was from
1984 to 1997, that is a fairly slow incremental pace of development.
He said he thinks you could expect the same type of pace of this
property. 1) the impact from developing this industrially will be
felt over a much longer period of time allowing the road network
around it to respond and be upgraded to what it needs to be prior
to this being built out. 2) the number of 55,000 trips a day has been
tossed around. That 55,000 trips a day is based on 55 lots being
developed at 100,000 square feet buildings on every lot. Mr.
Rankin said we are talking about a long period of time. He said
the traffic is going to come regardless of how this is developed, it
will be developed regardless of whether this is rezoned or not
there will be traffic to deal with on Derita and Poplar Tent Road.
Mr. Rankin said if this is rezoned to industrial, he feels like that
impact will occur over a longer period of time because it will take
longer to build this out industrially than it would residentially.

Mr. Curtis Beal, a Vice President of First Union National Bank,
addressed the Board stating First Union is serving in a fiduciary
capacity. First Union was the executor of the William Van Avery
Estate, he is now deceased, and presently they are serving as
