b. Activities and Support Services to be Provided: As in the previous <br /> goals, the provision of transportation, child care, EA, and participation <br /> expenses will be needed to meet and maintain participation levels. <br />c. Who Will Manage Activities and Support Services: The Work First <br /> social work staff, and IM case management staff, will have primary <br /> responsibility for ensuring that all activities are pulled together in such a <br /> way as to meet participation. It will also be the responsibility of the <br /> clients to participate the required number of hours, and to assume personal <br /> responsibility for themselves and their children. <br />d. Where Will This Take Place: This will take place primarily at DSS, but <br /> staff will go wherever they are needed to ensure that this goal is met. This <br /> can require home visits when there are client absentee problems, or <br /> employer visits, when there are work place problems. <br />e. How We Will Measure Outcomes for This Goal: We will use the state <br /> system to obtain the statistics for this goal, as well as our local <br /> employment database. The state system has this rate in RMDS report <br /> "DHRWFJ ALL FAMII,[ES COUNTED". <br /> <br />Meeting the "Two Parent" Participation Rate: <br />How Will This Goal Be Met: Presently the participation rate for this <br />population is 75%. Both parents together in two parent families must be <br />participating at a sum total of 35 hours per week. Effective October 1998, <br />this increases to 90%. Historically, in Cabarrus County, this has been the <br />most difficult population with which to work. In most cases, this involved <br />male clients, who were working "under the table" and not reporting <br />wages. It involved many home visits, with intensive social work <br />intervention, and in many cases was still not successful. We anticipate <br />that this population will be no less difficult to work with in the future, and <br />in many cases haore difficult due to the numerous low paying jobs <br />available and the strict work requirements. It will require quick <br />intervention "off the starting block" with basically no let up, if we ever <br />hope to succeed in meeting this rate. A close working relationship with <br />ESC ( 1st Stop and Contract Staff) and Employment and IM staffwill be <br />imperative to make sure that there is no lag time from when a client <br />inquires about assistance, and when theY are prompted and counseled <br />about employment on all fronts. Intensive job readiness counseling will be <br />provided by DSS and ESC staff, as well as thorough assessments by social <br />workers to detemdne if there are underlying problems causing this family <br />to have barriers to employment.
