Who will Provide Support Services: Family and Children's Services <br /> Intake will provide or coordinate referrals for support services. <br />d. Where Will Support Services Take Place: Arranging for support <br /> services or referrals for services will take place at DSS. <br />e. How We Will Measure Outcomes for This Goal: This will be <br /> measured by tracking EIS code for Diversion Ass/stance. <br /> <br />7. Increasing Child Support Orders and Collections for Fr~ork First <br /> Families: <br />a. How Will This Goal Be Me/: New federal guidelines will make efforts <br /> to collect child support more intensive. Major provisions of this include: <br /> 1. State directory for new hires to ensure that child support continues <br /> when the AP changes employers. <br /> 2. A financial institution data match, to determine if a delinquent AP' <br /> has sufficient funds to pay child support. <br /> 3. Expedited process to establish and collect child support, including <br /> administratively ordering genetic and blood tests, and changing <br /> venue without filing a petition. <br /> 4. Provides for paternity estabhshment through written statements <br /> from each parent. <br /> 5. Requires social security numbers on many documents to aid in <br /> tracking. <br /> 6. Authorizes judges to impose work requirements on AP's not paying <br /> child support. <br /> 7. Creates a Central Collection Unit to receive child support payments. <br /> 8. Creates a-hen on real and personal property ofobhgors delinquent <br /> in child dhpport payments. <br /> 9. Cabarrus County will utilize it's Fast Track Program to expedite the <br /> child support collections process. When a client comes in to apply <br /> for WFFA, and meets certain criteria, they are sent directly to a <br /> child support intake agent, to start the process for collections. <br />All of these provisions will be mandatory for Work First clients, with the goal <br />being to collect as much child support as possible, and thus reduce reliance <br />on public assistance. <br />b. Activities and Support Services to be Provided: This will be handled <br /> through close coordination between Work First and Child Support staff. <br /> <br />12 <br /> <br /> <br />
