c. Who Will Provide Support Services: Social work and child support
staff.
d. Where Will Support Services Take Place: At DSS
e. How We Will Measure Outcomes for This Goal: This will be gathered
on a report generated fi.om the state office.

8. Improving Child Well-Being:
a. How Will This Goal Be Met: Children with parents participating in
Work First Employment Services, must be afforded maximum protection
available through the system. If any Work First child is also in the Child
Welfare system, there will need to be a safety plan, with input fi.om both
the child Welfare social worker and the Work First social worker. There
will need to be coordination in this plan, as both programs will impact the
child(ren) in the household. This will need to be further developed, but
could involve regular meetings to focus on common clients and coordinate
activities for maximum benefit of both parent and child. Cabarrus County
will take any steps necessary to protect children. When a family is not
receiving cash benefits under the proposed pay for perfom~ance system, a
Work First social worker will closely follow the case during the month of
no cash benefits to ensure that the children in the home are safe. If there
is a lack of material needs, referrals can be made for assistance. Vendor
payments may be used to meet crisis needs where children would
otherwise be at risk. We will use community resources as necessary to
assist in paying bills. If there is evidence of neglect or abuse, referrals to
CPS will be made. Confidentiality of client infomlation in relation to
Child Protective Services will be maintained.
b. Activities and Support Services to be Provided: Any and all available
activities and support services must be made available to ensure that both
parent and child are supported through the Child Welfare and Work First
programs.
c. Who Will Manage Support Services: Due to the Work First social
worker's responsibility to manage Work First support services, it will be
necessary for there to be close coordination of services needed and
provided by both Child Welfare and Work First social workers.
d. Where Will Support Services Take Place: Support services will be
coordinated at DSS, but will take place wherever they are needed, in order
to provide maximum protection for the child, and maximum support for
the parent.

13
