How We Will Measure Outcomes for This Goal: Presently, this goal <br />appears to be difficult to measure. We anticipate working out a plan with <br />Chid Welfare to have the social worker alert the Work First social worker <br />anytime they learn in the course of an investigation that the client is a <br />Work First client. In addition, we will be able to determine some of these <br />cases through our local Master Client Index. <br /> <br />VII.Administration <br /> <br /> A.. DSS will administer the Work First Program. <br />B. The agency provides genetic intake and processing for all Family and <br /> Children's programs. These include, WFFA, FS/PA and non-PA, family <br /> and children's MA. (The definition of those served are families with <br /> children or individuals 18-64 not disabled) <br /> <br />The programs of CIP and LIEAP are provided seasonally and separately: <br /> <br />Adult MA and corresponding FS are taken by the Adult Service D/vision. <br />(The definition of those served are those over 65, disabled, or claiming <br />disability.) <br /> <br />Families applying for WFFA and FS, subject to work requirements, that <br />are defined as employable, are seen by ESC who are on-site. ESC <br />handles the employment and training program, registers WFFA applicants <br />for work, and provides assistance with UIB applications. <br /> <br />Families are also seen by the employment unit, consisting of social <br />workers, who provide employability assessments, substance abuse <br />screenings, refeh'als to Mental Health, and ongoing services to clients with <br />difficult barriers, and caseworkers, who provide eligibility support to cases <br />in the employment trait receiving ongoing services. In addition, they <br />provide some case management services to clients with minor barriers to <br />employment, such as transportation, day care, etc. <br /> <br />C. First Stop Pro~ram: <br />a. Agreements: We are developing a Memorandum of Understanding <br /> between Cabarrus County DSS and ESC regarding the provision of First <br /> Stop.
