Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />EXHIBIT A: TASK DESCRIPTIONS <br /> <br />The tasks described in Phases 1-4 below reflect Freilich, Leitner & Carlisle's ("FL&C's" or <br />"Consultant's") understanding of the project. As in any planning project, we recognize that an <br />"approach" simply establishes a rational plan for moving forward on the project. Based on our <br />experience in developing regulations for cities, counties and states across the country, FL&C <br />understands the need for flexibility during the ordinance development process. We are willing to <br />adjust the process to accommodate any changing priorities of the Constituent Jurisdictions. <br /> <br />SCOPE OF SERVICES <br /> <br />Phase 1: Project Organization/Initial Assessment <br /> <br />Objectives: <br /> <br />Develop a common understanding of the scope of the Ordinance and the <br />process for Ordinance revision; <br />To identify key community issues; <br />To identify oppommities to address community issues; <br />To define a shared vision for the community; and <br />To build consensus for community actions which include actions by the <br />Constituent Jurisdictions, independent service providers in the County and a <br />broad range of private interest groups; and <br />To refine the work program to best meet the needs and resources of the <br />Constituent Jurisdictions. <br /> <br />1.1 Structure Citizen Participation Plan <br /> <br />1.1.1 <br /> <br />Draft CPP <br />When refining the scope of services, Consultant will prepare a Citizen <br />Participation Plan (CPP) that provides for meaningful public participation. The <br />CPP will describe the role of the Steering Committee. The initial CPP is <br />incorporated in this scope of services for budgetary purposes. Modifications to <br />the CPP described in this scope will be made by letter of agreement or contract <br />addenda City and/or the Constitutent Jurisdictions shall be responsible for <br />providing notice and facilities for all meetings. <br /> <br />1.1.2 <br /> <br />Steering Committee <br />The Constituent Jurisdictions will appoint a Steering Committee, consisting <br />of up to 15 people to guide decision-making during the planning process. <br />The Steering Committee shall be composed of the following members as <br />appointed by the governing bodies of each Constituent Jurisdiction: <br /> <br />Freilich, Leitner & Carlisle · Jordan Jones & Goulding <br /> 5 <br /> <br /> <br />
