Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />Four (4) members from Cabarrus County <br />Four (4) members from the City of Concord <br />Four (4) members from the City of Kannapolis <br />Two (2) members from the Town of Harrisburg <br />One (1) member from the Town of Mt. Pleasant <br /> <br />The Steering Committee may form task groups to address particular issues. <br />Consultant will assist task groups but will not schedule additional trips to <br />support task group meetings without Project Manager approval by contract <br />addendum. The Steering Committee will guide decisions throughout the <br />Ordinance revision process and ultimately recommend an updated <br />Ordinance for approval. Committee members will identify issues for <br />review by the staffand consultant, and also will provide updates to the <br />governing bodies and planning commissioners of each Constituent <br />Jurisdiction and Planning Commissioners on the status of the project, <br />eliciting input from those bodies as needed. <br /> <br />1.2 <br /> <br />Needs Assessment <br />In conducting all work activities within this subsection 1.2, Consultant will'meet with <br />appropriate staffto obtain initial background information and to identi~, key variables <br />and critical issues. The findings of this Task will be presented in the Needs, Issues and <br />Opportunities t~eport (Task 1.5). <br /> <br />1.2.1 <br /> <br />Inventory and Data Collection <br />The Constituent Jurisdictions will supply available plans, studies, reports, ~es, <br />maps and other data required for the initial needs assessment to Consultant. <br />Staff from the'Constituent Jurisdictions will take FL&C Team members on a <br />"windshield" survey of sites illustrating key issues. In addition to providing <br />available data, the Constituent Jurisdictions will identify key contacts and <br />resources from other agencies working in and near Cabarms County. <br />The FL&C Team shall review and analyze North Carolina legislation <br />pertaining to land use regulation and North Carolina land use case law to <br />establish the legal framework for the proposed Ordinance. <br /> <br />1.2.2 <br /> <br />Planning Assessment <br />Consultant will review planning and policy documents of each Constituem <br />Jurisdiction, such as the existing comprehensive plans, capital improvements <br />plans, area plans, and other planning and policy documents of each Constituent <br />Jurisdiction. Consultant will review pertinent documents from independent <br />utility service providers and other agencies affecting growth in the County.
