Multi-Jurisdictional Zoning and Subdivision Ordinance <br /> <br />development. A list of implementation measures from each plan will be <br />provided. <br /> <br />Regulatory Assessment <br />Consultant will review the relevant development regulations and zoning of the <br />Constituent Jurisdictions to identify problems, weal,messes and additional <br />opportunities available under state law. Consultant MIl review the <br />development regulations and utility requirements of the Constituent <br />Jurisdictions and identify opportunities to enhance coordination between the <br />Constituent Jurisdictions and the independent service providers in the County <br />and to evaluate which standards are most appropriate. <br /> <br />1.2.4 <br /> <br />Alternative Approaches and Techniques <br />In conjunction with staff, FL&C shall identify and evaluate alternative land <br />use regulatory approaches and techniques that are potentially available. <br />FL&C will identify alternative approaches to resolve concerns about the <br />existing regulations of the Constituent Jurisdictions. The pros and cons of <br />each alternative will be presented in a simple chart, enabling staff and the <br />Steering Committee to evaluate the appropriateness of each technique for <br />the Constituent Jurisdictions. Each alternative approach and technique will <br />be evaluated in the context of work and discussions already conducted and <br />in reference to the following factors: (1) legal validity; (2) effectiveness in <br />implementing the Comprehensive Plans of the Constituent Jurisdictions,t <br />(3) land use goals, objectives and policies; (4) predictability and certainty; <br />(5) ease and cost of administration; (6) community acceptability; and (7) <br />equity. <br /> <br />1.3 Community Issues Identification <br /> <br />1.3.1 <br /> <br />Interviews with Key Leaders <br />Consultant will conduct interviews with community leaders who are <br />selected by the Constituent Jurisdictions and are instrumental in defining <br />planning and service provision. Interviews will be summarized in the <br />Needs, Issues and Opportunities Report described in Task 1.5. <br /> <br /> The FL&C Team recognizes that Comprehensive Plans for some of the Consituent <br />Jurisdictions are in process. The Project Manager, after consultation with each affected <br />Constituent Jurisdiction, will designate either the existing Comprehensive Plan or a designated <br />draft of an updated Comprehensive Plan for evaluation in this Task. <br /> <br />Freilich, Leitner & Carlisle · Jordan Jones & Goulding <br /> 7 <br /> <br /> <br />
