Planning and Zoning Commission Minutes <br />[ulv 17, 1997 <br /> <br />Page 5 <br /> <br />Mr. Kiefer asked next time they do property evaluations, and if this <br />is changed from agricultural, what will that do to the value of that <br />land? <br /> <br />Mr. Marshall said he is not an appraiser. He said he would be glad <br />to address it from experience. He said from what our appraisers <br />have told us, a change of this type of use from Agricultural Open to <br />Low Density Residential is not going to affect value. Mr. Marshall <br />said he cannot tell the people that their taxes and values are not <br />going to go up because the same land that Mr. Barnhardt just <br />bought, and the Plantation Estates Subdivision, the price it is going <br />for is higher than anyone paid two years ago and certainly much <br />higher than they paid 10 years ago. They are going to use sales like <br />that to determine value. <br /> <br />Ms. Mary Wilber, Resident, addressed the Board stating as the <br />zoning now stands, there are no clear regulations or rules about <br />number of mobile homes on one tract of land. The land has to be <br />divided, from what she understands, in to individual lots, but can <br />be owned by one individual to rent or lease to persons owning <br />their own trailers. She said this appears to be more of a business <br />and should follow under the description in the zoning ordinance as <br />a mobile home park run for profit. Ms. Wolver quoted from the <br />zoning ordinance, Mobile Home Park: "Any lot, tract, or parcel of <br />land maintained or intended to be used, leased, or rented for <br />occupancy of more than two mobile homes along with the <br />accessory structures provided." She said as they are now, they <br />seem to violate the ordinance description of agricultural open. <br />Agricultural Open states, "As to those areas consisting of open <br />spaces, manmade uses must take care to enhance and not to detract <br />from the essential character of this area." Ms. Wolver said the <br />market has obviously driven faa-ming out, leaving the landowner in <br />a position to change what they do with their land. They should not <br />be able to work in the gray areas of out dated zoning and <br />restrictions. Ms. Wolver said the development of this land violates <br />the current zoning ordinance, which leads them to the rezoning <br />issues here at hand tonight. <br /> <br />Ms. Pam Galagan, Resident, addressed the Board stating they are <br />not here tonight to condemn anyone. They are here tonight to <br />simply make the statement that they are not willing again to leave <br /> <br /> <br />
