Ms. <br />Galagan said they are asking the Board to please stop the <br />desecration of their community. Please do not allow these mobile <br />homes to continue. <br /> <br />Mr. Joe Weddington addressed the Board stating he runs a small <br />farm and agricultural processing there in the area they are <br />discussing tonight. He said he has a few questions and comments <br />about this plan. He said the understanding that he has is they <br />already have rules on the books that if they were being enforced <br />they could stop the problem without changing the zoning. The <br />problem is we are not enforcing the rules we already have, that is <br />the first comment. Another concern he has is his small business <br />and the quality of life. Fie said if there is any place that qualifies <br />for agricultural use, that part of the County still does. Mr. <br />Weddington said there has got to be a better way than changing <br />the zoning, he is against that completely. He asked about <br />nonconforming use. He said he is concerned about succession, <br />expansion, and transfers. <br /> <br />The Chair said first philosophically the issue of zoning is a function <br />of the evolution of the area and what is appropriate for that area. <br />The area is already growing and we are just responding to what it <br />has become now. He said first of all farming is exempt, so that <br />should take care of most of his concern. The Chair then asked Mr. <br />Marshall to address the concerns Mr. Weddington mentioned <br />about succession, expansion and selling. <br /> <br />Mr. Michael K. Downs, Development Services Director, addressed <br />Mr. Weddington concerns stating he is exempt from zoning. If it is <br />a nonconforming business, even if it is a nursery, it is still a <br />permitted use in the Low Density Residential. If someone has a <br />nonconforming business they can sell it to anybody and that new <br />person can continue on with that business for as many times he <br />wants to keep selling it. If it ceases operation for more than 180 <br />days, then that will be total abandonment. <br /> <br />Mr. Mark Kemerait, Resident, addressed the Board stating the land <br />use is what is going to drive the property value up. His suggestion <br />would be to take full advantage of the opportunity now <br /> <br /> <br />
