residential development. He said all the people who have spoken have not built <br />their homes on U.S. Highway 601. He said he does not really feel that the area <br />will lend itself to new residential development very well. He said he is not <br />saying there is not someone who would do that. Mr. Peterman said he is not <br />trying to step on anybody's toes, he understands what all the people are talking <br />about and he admires their positions. He said Mr. Copeland indicated that he <br />built 14 houses on his land. He said he guesses Mr. Copeland built them for <br />sale, therefore, he profited by the use of his own land. He said all he is asking <br />for is the ability to put a business on his land and profit from it. Mr. Peterman <br />said he hopes that the Board will act favorably on his petition. He said he thinks <br />that it is a use that is compatible to the area and it would be good for Cabarrus <br />County. <br /> <br />Ms. June Pigg, Property Owner, addressed the Board stating her point in <br />contesting this rezoning is that it does not make sense, it is not appropriate. She <br />said if Mr. Peterman is successful, then his business will expand. Ms. Pigg said <br />the property is contiguous to Spring Drive and trucks will use Jim Sossoman <br />Road. On page 19 of the Midland Area Plan, livability recommendations - they <br />particularly point out that the quality of life and the quality of the place in which <br />you live contributes to the cohesiveness of a community. She said this is the last <br />place in Cabarrus County that you have the privilege of planning this growth <br />carefully. Ms. Pigg said all they ask is a reasonable chance to preserve this <br />community, and a piece meal approach is not going to do it. If you begin to do <br />this now, you have really started something. <br /> <br />Mr. Peterman asked where Ms. Pigg's property is located in relation to this <br />proposal. He said he would also like to assure her that he is not talking about a <br />driveway or trucks on Jim Sossoman Road, he is talking about putting in a <br />driveway on Highway 601 to enter the property. <br /> <br />The Chair asked Mr. Peterman if this petition was approved by this Board, <br />would he accept the conditions that the site plan be brought back to the Board <br />for approval? <br /> <br />Mr. Peterman said yes. <br /> <br />Ms. Cathy Spencer, Property Owner, addressed the Board stating Mr. Peterman <br />said no one was building any houses on Highway 601, she said that is because <br />there is no land for sale on Highway 601. She said his proposed location would <br />be closer to Spring Drive than Highway 601. <br /> <br />Mr. Dewey Watkins, Property Owner, addressed the Board stating he and Mr. <br />Copeland got together and set up the specifications for the size lots and size <br />houses in Spring Drive.
