Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />The Chair said do you want to give us an overview? <br />Ms. Morris said, I can give you just a brief overview. If you remember, the original approval was <br />at 35 DBA for the site . When the trees were removed, they came back and did a new study. That <br />study showed that in some places there was going to be 40 DBA, so they were proposing to <br />install a noise wall. <br />If the Board remembers, on your tour, we stopped where the substation was so that you could <br />hear the noise. We also stopped at the converters so that you could hear that noise and hear what <br />it sounded like. You had in your initial packet something that showed the noise wall. Essentially, <br />it looks like the walls that go along the interstate; it will be very similar. That is what the <br />applicant is proposing. That wall would be anywhere between 13 and 24 feet, based on the grade <br />of the site. They did submit a picture so you have that in your packet. <br />Ms. Morris showed pictures of a wall that were submitted. She said this is actually at an existing <br />project that Canadian Solar has , it will be very similar. One of the questions that was asked on <br />the tour was what would it look like and would it cover everything. It does not cover everything; <br />you would still be able to see some of it above the wall. You can see there are three different <br />pictures here. She assumes that these were done in places where it would be better for the wall to <br />be painted to blend in, versus being a neutral color against the sky. She said the applicant can <br />answer whatever questions the Board may have. <br />There are two comments that Staff had that would go along with this particular item. The first <br />would be that the applicant would provide a copy of the correct signed, sealed plans for the <br />project file and also that the noise wall would require construction standards plan review and <br />building permitting. In some of these, if the Board had the opportunity to look at the list of <br />proposed conditions, you will see that these carryover to conditions of approval. If and when the <br />Board gets to that point, they would carryover, if the Board is agreeable to them being <br />conditions of approval and does not want them approved ahead of time or want to see these items <br />back in front of you before you approve it. <br />Ms. Morris said that is all for that particular item. <br />The Chair asked if anyone has any questions for Ms. Morris. <br />Mr. Paxton said at this point, they have not submitted the sealed copy of the plan? <br />Ms. Morris said correct. We need a copy of the actual sealed plans for the project file. <br />Mr. Paxton: Have you advised them of this and what is their response? <br />Ms. Morris said that has been a comment throughout and they know that they need to do that, so <br />I think they are aware of that and would do that as part of this process.
