Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />applicant about that. <br />The Chair asked if anybody else have any questions for Ms. Morris. <br />The Chair said can we call on Al or someone who can speak to building that? <br />Ms. Morris said Al Jansen or Mo, to answer the questions. <br />Mr. Benshoff: While Mr. Jansen is coming to the microphone, I would like to say two sentences. <br />My name is Albert Benshoff, The Brough Law Firm. The staff has proposed 30 conditions and <br />Recurrent accepts 25 of the conditions. The other five, we ask clarification from the Board on. <br />We do not necessarily disagree; we need clarification. Also, Mr. Robert Healy from Bums & <br />McDonnell is here. He was qualified as the glare expert at your December meeting and he is <br />back to answer questions about the glare study. <br />The Chair said Okay. He called on Mr. Jansen. <br />Mr. Al Jansen, 305 Lambton Lane, Port Lambton, Ontario approached the Board. <br />The Chair said does anybody want to start first? <br />Mr. Paxton asked why they have not submitted a signed, sealed plan that the staff is requesting. <br />Mr. Jansen said the sound wall was a late addition to the project. We did that as a result of the <br />subsequent sound studies we have done on the site, so in regards to the sourcing and the <br />engineering. The final engineered drawings are in process and within days of submission to us; <br />and in tum, we can submit it to the staff, to the County. <br />The Chair said we were all at site and we all observed the sound limits and so forth. He said <br />where would the 13-foot be and the 24-foot part of the wall be? <br />Mr. Jansen said the 24-foot part of the wall should be to the north side ofthe substation. <br />The Chair said that is the North American side? <br />Mr. Jansen said yeah, the North America site. The 13-foot wall sections would be where you <br />have the overhead lines crossing. You have to have safe limits of approach. <br />The Chair said how long do you think it will take you to build it? <br />Mr. Jansen said the actual sourcing, we are looking at approximately eight weeks for <br />manufacturer and then the actual build should be done in about a two-week timeframe, three- <br />week at the outside. <br />15
