<br />2 <br />Staff has attempted to outline the items that the Board of Adjustment needs to consider as part <br />of making the determinations. The Board should discuss each of these items and ask questions <br />of the Applicant and/or Staff as needed. <br />Mr. Al Jansen and Mr. Moe Wiepjes (Canadian Solar Staff that assisted with site visits) and Mr. <br />Al Benshoff will be at the March meeting to answer questions related to the site visit and/or the <br />materials submitted. <br />Summary information is as follows: <br />NOISE AND NOISE WALL (INFORMATION PROVIDED PREVIOUSLY/SEE SITE <br />PLAN) <br />The original application stated that sound levels generated by the equipment, as <br />measured at the property lines, would not exceed 35dba. Since existing vegetation <br />along the project boundary was removed, the original study had to be revised. <br />The study shows that noise levels at points along the property line will reach 40dba. <br />To mitigate this change from the original approval of 35dba, the applicant is proposing <br />to install a sound wall that varies between 13 feet and 24 feet around the substation. <br />A set of plans for the noise wall, along with photos of an established noise wall on a <br />different project, have been submitted to the Board of Adjustment for consideration. <br />Board members observed the noise levels on the site during the site visit and the <br />applicant answered questions related to the noise as well. <br /> <br /> If the Board decides that the noise level and mitigation measures are adequate, <br />the Board should enter that information into the record and consider the next <br />item. <br /> If the Board decides that the noise level and mitigation measures are not <br />adequate, the Board needs to provide specific direction to the Applicant for <br />compliance. <br />Staff Review Comments: <br /> Applicant must provide a copy of the correct signed/sealed plans for the project <br />file. <br /> The noise wall will require construction standards plan review and building <br />permitting. <br /> <br />
