<br />3 <br />FENCE PLACEMENT AND PANELS IN THE 100 FOOT BUFFER (UPDATED <br />INFORMATION IN PACKET/SEE SITE PLAN/ADDITIONAL INFORMATION <br />PROVIDED BY APPLICANT) <br />Areas of concern that were noted for potential encroachments of racking and fencing <br />into the 100 foot buffer were provided to the Applicant as follows: <br /> West side of Array #01 (Property buffer along Edgefield Road extension) <br />Applicant has identified encroachment in this area and has stated that the fence <br />will be moved. See information provided. <br /> West side of Array #02 (Edgefield Road buffer to the right of way) Applicant has <br />identified encroachment in this area and has stated that the fence will be moved. <br />See information provided. <br /> North-East side of Array #03 (Adjacent to Property of Whispering Pines Holding, <br />LLC.) An encroachment has been identified in this area. Applicant will speak to <br />this particular encroachment at the meeting. Fencing in this area is temporary <br />and final installation is not complete. <br /> West side of Array #04 (Property Corner of Luther Hartsell and Jane Hartsell <br />Crawford) See letter from Surveyor. <br /> West side of Array #04 (Adjacent to Property of S.B. Watson & Wife) See letter <br />from Surveyor. <br /> West side of Array #04 (Adjacent to Property of John & Carol Beattye) See letter <br />from Surveyor. <br /> East side of Array #15 (Adjacent to Mark A Stewart Jr. Trustee) See letter from <br />Surveyor. <br /> <br />These concerns were reiterated during Staff’s site visit and the Board Member <br />observation visits. Additionally, Board Members expressed concerns about the project <br />area near the Criswell property during the site visit. Board Members questioned whether <br />or not the access road, fence and landscape could all happen in accordance with the <br />required standards. <br /> <br />Board Members also questioned whether or not the height of the fence was appropriate <br />in this area or if it should be higher. <br /> <br /> If the Board decides that the applicant has demonstrated that there are no <br />encroachments in these areas related to the fence, panels or racking, the Board <br />should enter that information into the record and consider the next item. <br /> If the Board decides that the applicant has not demonstrated that encroachments <br />do not exist, the Board needs to provide specific direction to the Applicant <br />regarding the documentation that the Board would like for review. <br /> <br />Staff Review Comment: <br /> <br /> The Applicant has provided information from their Surveyor to address the areas <br />listed above.
