6
FIRE MARSHAL’S OFFICE SITE VISIT (SEE INFORMATION PROVIDED BY
APPLICANT)
Assistant Fire Marshal Matthew Hopkins visited the site and provided several comments
to the Applicant related to site conditions and Emergency Services and Emergency
Vehicle Access.
The applicant has provided information to the Fire Marshal’s office to address concerns
related to the site visit. The comments below are in response to information that the
applicant provided on Friday, March 1, 2019.
Staff Review Comments (provided by Steven Langer, Cabarrus County Fire Marshal)

Submit updated site plan to reflect items discussed during site visit. Below are items
that should be reflected on the updated plan.

- Show extended access to SW corner of Canada near array 2 with a turnaround
provided at the end.
- T- turn-around to be installed at arrays # 4 close to USA site entrance. Several
lower water crossing areas also needed additional gravel.
- Several current T-Turnarounds needed to be redressed with gravel.
- Access road near array 23 in South American needs to be extended due to
possibility of fire truck clipping corner of arrays.

If the Board is satisfied with the information provided, the Board should enter
that information into the record and consider the next item.
If the Board is not satisfied, the Board needs to provide specific direction to
the Applicant.
FLOODPLAIN DEVELOPMENT PERMIT (SEE FLOODPLAIN DEVELOPMENT
PERMIT)
When the original plans for the project were submitted in 2017, no encroachments were
proposed in the floodplain. Therefore, a Floodplain Development Permit was not
required.
Encroachments into the floodplain have occurred and have been field verified.
The applicant is required to go through the Floodplain Development Permitting Process.

If the Board is satisfied with the information provided, the Board should enter that
information into the record and consider the next item.
If the Board is not satisfied, the Board needs to provide specific direction to the
Applicant.
