Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Mr. Benshoff said just for the record Mr. Healy, were your observations that the computer model <br />derived, checked in the field? <br />Mr. Healy said for some of them yes, for some of them no. He said field checking is definitely <br />needed, because I think observation point 9 for example, is showing that it is visible based on the <br />desktop analysis. But, if you go out there, you cannot see through the trees. <br />The Chair said you need to walk it? <br />Dr. Litaker said would you have a problem with our planning department giving you the <br />observation points to put in your report instead of your employer. <br />Mr. Healy said no. <br />Dr. Litaker would like to see us give the points to be observed and to be calculated and not <br />through solar farm. <br />Mr. Dagenhart said Mr. Litaker is talking about working with Wes on that as far as staff. <br />Mr. Healy said okay. <br />Dr. Litaker: said with staff, yes . <br />Mr. Corley said let me ask the Board. We have talked about two different things here and I know <br />originally perhaps it was me that threw out the idea of updating the report again. Personally, if <br />they are willing to have a professional go out and do an as-built condition of the glint and glare <br />once the landscaping is in place, personally I feel that satisfies my issues. <br />My concern, now that we have talked about potential flaws in the process. This tool needs data <br />plugged into it. So vegetation is at the height of that new tree when it is planted, is it the height <br />of the new tree after a year? I think we are going to get very cyclical here with this specific issue. <br />But, again, my personal opinion would be ifthey are willing to have this gentleman come back <br />out and certify that that landscaping has indeed resolved these issues. I think I am comfortable <br />with that. I just think a revised plan will put us right back here again, if we are not careful. <br />Mr. Paxton said provided his work is done in conjunction with the staff, though, right? <br />Mr. Corley said sure. <br />Mr. Benshoff said to summarize, you want a study with staff identified observation points or Mr. <br />Webb's identified observation points and it needs to be done in March and April, because that is <br />when the sun angle is low and the glare can be seen potentially, by people off the site, and <br />34
