Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />another representative from Bums & McDonnell could come and give the report, it does not <br />necessarily have to be Mr. Healy. Is that all correct? <br />Mr. Paxton said provided he has the same qualifications as Mr. Healy and could verify these. <br />Mr. Corley said well, I mean, do you want an updated study, I guess is the first question? <br />Mr. Dagenhart does not think a study is r:teeded, but as-built certified by Mr. Healy. <br />Mr. Corley said because they are not going to be done landscaping by April. <br />The Chair asked if there were any other comments. <br />Mr. Paxton asked Ms. Morris if she had any comments or thoughts on this. <br />Ms. Morris was just discussing with our Attorney whether or not, if a new person comes back, <br />they would have to be qualified as an expert witness and all of that entered into the record. <br />So, for ease of consistency, it may be good if Mr. Healy could handle that part of the study, since <br />he is familiar with it from the start and the assumptions that were used, or, we would probably <br />have to go through that process to make sure that they could be qualified as an expert witness. <br />The Board would then have to accept that witness as well. <br />She said from a staff perspective, ifthere are certain areas that the Board would like to see, <br />which I think some of that has been identified this evening, as far as Joyner Road only had one or <br />two, the Board needs to relay that information to us, so that Mr. Webb can then relay that <br />information to the consulting firm, so that they can make sure that what the Board wants to see <br />addressed is in that study. I assume that the Board would want to see that back at some point in <br />the future. <br />Mr. Dagenhart asked Ms. Morris if she is saying that would be a condition of where ever we end <br />up in this whole process. <br />Ms. Morris said if you all decided that that is the route that you wanted to go, as Mr. Jansen <br />mentioned, with an as-built, and not have them revise the study now and go back out, then it <br />would probably become a condition of approval. <br />She said at this point, we will have to go out and do the final inspections for them to get a zoning <br />CO, so it would need to be probably included as part of that process. Then we would need to get <br />it back in front of you all as part of that process to make sure that it is acceptable. She asked Mr. <br />Dagenhart if that answered his question? <br />35
