Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />Mr. Dagenhart said yeah, I am just thinking I do not know that we are going to get to that point <br />by optimum, this timeframe, as far as what the study says is the -- <br />Ms. Morris said that is correct. So, if you want to know what is happening in these two months, <br />then waiting for an as-built --you know, the site is as-built, but I don't -- <br />Ms . Morris asked Mr. Jansen, to come forward . <br />Ms . Morris has not been to the site in the last few weeks. She asked Mr. Jansen where they are in <br />the installation process , where somebody could go out and look at it. Depending on the <br />assumptions that are put into the study at this point, and depending on the new landscape plan, if <br />they then go to the field to verify, are you 80 percent, 70 percent? <br />Mr. Jansen said the landscape plantings are approximately 60 to 70 percent at this time. There is <br />still some of the sediment basins to decommission prior to completion in some of the areas and <br />then still some around the Stewarts' property left to complete and that is part and parcel with the <br />sediment basin decommissioning. <br />Mr. Dagenhart said the issue I see with that, is the applicant is going off of an assumption, that <br />their latest landscape supplemental would be approved by this Board. I do not think we are at <br />that point, to where we are ready to approve that portion. So, I do not know that it is going to be <br />to where you can do an as-built before we get to May. <br />Ms. Morris said we are at April and May. Maybe the middle ground would be , that they do <br />observation during those timeframes and can then report back to the Board and confirm what <br />was there, what was not there, in addition to those additional points that you all seem to be <br />asking for, so that you have a little better grasp on the timeframes that are anticipated to be an <br />issue, what is actually happening in the field, field observations reported back to you in those <br />timeframes. That can operate on the current assumptions in the study, and then they could <br />potentially come back and do the as-built after the fact, if that is something that would be <br />acceptable to the Board. She said somewhat a two-step process, if that is acceptable to the <br />applicant? <br />Mr. Jansen said yeah, the two-phase approach does make sense. As Mr. Dagenhart states, yeah , <br />we made assumptions, we have proceeded at our risk, but we are taking advantage of the <br />planting season as it is right now. He said have Burns & McDonnell do the study, based on a <br />point in time and an analysis as part of that, with the landscape plan in hand and then come back <br />subsequent to that, as an as-built. Perfect. <br />Ms. Morris: And our engineer is saying that -- <br />Mr. Webb: Yeah, I think that there are a couple of points noted earlier that we need to look and <br />see in this program to see if there's a potential issue. But, the rest of them, you know, I think the <br />vegetation coming in should be fine. <br />36
