Planning and Zoning Commission
Minutes
March 12,2019
so that is in this area right here (indicating). AT-tum-around to be installed at array 4 close to
the USA site entrance, so I believe that is here (indicating).
Several lower water crossing areas, they needed to fix those with gravel. She said you know that
had been a comment before that our engineer had provided, that there was probably going to be
wash-out, so they do need to address those. The T -tu~-arounds need to be redressed with gravel
and then the access road near array 23 in South America.
If the Board remembers on the site visit, you all had some concerns near array 23. The Fire
Marshal also has concerns, coming in and then going down to where we stood at that first
detention pond that we looked at, so entering there.
The applicant did provide a copy of the ALTA survey that had some call-outs on it. They do not
have anything at this time that shows the T's or any of that actually laid out on the site. I believe
there is one area where there may be a small encroachment into the landscape, but they believe
that they can address that with a plan, to where they would be able to replant there. She said they
will have to meet the Fire Marshal's comments and these same comments were carried over to
the conditions of approval, if the Board decides that that is something that could be approved as a
condition of approval. But, the Board would also have the option to request to see what that
would look like. But, it is your standard T -turn so that the fire truck can get there.
Mr. Jansen had also stated, I think, that they were working with either Midland or Georgeville,
potentially, to take that truck out there just to make sure that they are meeting it and that that
specific truck could make the turns like it needed to.
Mr. Corley said maybe while we are talking about this, maybe we can talk about that Criswell
property down on the South America side. So, based on the survey, it looks like there was a
question about that shed. So, it looks like they are actually encroaching on you, which puts you
in the good. My only concern there is one of the comments was that that array is a little too tight.
I guess, assuming, you have had a chance to review those comments from the Fire Marshal, what
do you think is the logical solution there, that it is a really tight spot? Do you have any idea how
you might resolve that issue?
Mr. Jansen said for clarification, because I did the visit with the Fire Marshal. Kayla Longlin and
I provided the mark-up back to the Fire Marshal for his review. So the one comer that we are
talking about is actually at array 23, which is a little further north and east of the Criswell corner.
He said that is a sharper comer that still needs some civil work. We are still in the progress of
punch list items, specifically civil works, on the site and that is a punch list item that we are
carrying out with our contractor.
Mr. Corley said thank you.
39
