Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />that they did not agree with some of those conditions, so we will need to go back to go through <br />that process to make sure that all of those are good and agreed upon. <br />Mr. Benshoffwaived objections to the conditions. He said the document that you have is out of <br />date. <br />Mr. Corley said, in an effort to end the silence, we have gotten a couple of different plans and it <br />has gotten a little better, I think, each time. We are still having trouble, we are still using words <br />like supplement and typical section. My assumption, was that this board, was going to end up <br />with a plan, showing where the actual plantings were going to be located. Is that a bad <br />assumption that we made or is that plan still forthcoming, to actually, show us the plants that will <br />be installed and where they will be? <br />Mr. Jansen said the one sheet you have in front of you right now is an index sheet. He is looking <br />for the revision date on this one. So, here on this plan itself, it does show plantings in the actual <br />locations. Unfortunately, the digital version just showed up black and white. There is digital <br />versions and printed versions that do show up in color. If you take a look at everything that is <br />hatch-marked, is still B7 buffer, which is indicated as being just the original, the existing <br />vegetation. Then from there, you do have the other buffers, which do show your planting <br />locations. <br />Ms. Morris said we do have two copies. We just forgot to bring them down. We have hard copies <br />of the plans that we can give you all so that it may be a little easier for you to look at. So, that <br />you can see on the details, they did provide plantings in some of the areas. I did not get to go <br />over the comments, staff did have some comments on this. <br />The Board had asked, do they meet the minimum standards of the ordinance. In general, the <br />buffer areas do meet the minimum standards of the ordinance based on the calculations that were <br />provided, keeping in mind though, that those are for the new areas that are proposed. So, where <br />they are actually showing the landscape plan and the individual plantings to be installed. <br />In general, as proposed, the plan does show an adequate mix of plantings because the ordinance <br />does require a certain amount of evergreen versus deciduous trees and then also shrubs and trees. <br />The plan does need to be revised to show various colors for the symbols used for plant <br />identification. It is difficult to differentiate plantings with everything in black and white in the <br />scale provided. We would need a color document, something better to go out and do the site <br />visit. Plantings and calculations for the stream buffer and wetland buffer need to be shown on the <br />plan, and that is the specific plantings shown, not the hatching, to comply with the requirements <br />of the Cabarrus County Development Ordinance. The staff comment there is to revise the plan. <br />The applicant is proposing to use plantings that are not on the approved plant list around the <br />Stewart property, so, we had a comment to revise the plan. The landscape plan as submitted does <br />not meet the minimum standards of the ordinance around the Stewart property; to revise the plan. <br />45
