Planning and Zoning Commission <br />Minutes <br />March 12,2019 <br />In general, without a tree survey, there is no way to verify that existing plantings being used <br />meet the standards of the ordinance. The Board must determine, based on site visit observations, <br />and the plan being presented, if the plantings proposed are adequate and meet the intent of the <br />original approval. <br />Again, what we verified as meeting the minimums , are the new plantings, but they do have some <br />work to do on the plan itself. In the areas where they are showing that they are going to retain, <br />the existing or they did retain the existing, the Board will need to decide whether or not that is <br />appropriate. One of the comments, in that comments document back to them, is there is still an <br />outstanding question. There is an area where there was a 40-foot encroachment identified by the <br />Kleinfelder study. The initial landscape plan said it was only going to be supplemented and the <br />new plan, we know there was a 40-foot encroachment, and now it is saying that it is okay. There <br />is not a B8 or anything like that proposed in that area. You will see that in the comments and that <br />also carries over to a condition that that would need to be fixed. <br />The Chair said so what do you think AI? <br />Mr. Jansen said in regards to just the formatting, the intent is there to provide a format that can <br />be field verified, to use and field verified. Scale is not our friend here. Color versions are <br />available, but to add anything in the wetland buffer that was in terms of plantings that were <br />predicated by the soil conservation area, yes, that is being corrected also. <br />Again, to an earlier comment, a matter of being static just for the purpose of this meeting and <br />being able to address these points , that is where we are at with it right now. <br />The Chair said narrowing it down, right? <br />Mr. Jansen said that is correct. <br />The Chair asked ifthere were any questions for Mr. Jansen. <br />Ms. Morris said would the Board prefer that we pass these up or would you like for us to set <br />them around the room so that you can look at them? <br />The Chair said there is no room up here. We will walk around. <br />Ms. Morris set up the plans around the room for the Board to take look at them. <br />Mr. Jansen said, Mr. Chair, in regards to some of the staff comments, they were commenting <br />about the plantings within the Stewart buffer itself. Are there any further questions on that? <br />Mr. Corley said I think the buffer needs to meet the ordinance. I mean, I think we hinted at this <br />before. If there is a side agreement to help them out a little bit more, I think that is absolutely <br />46
